USDA organic certification applies to qualifying skincare and personal-care products, but very few skincare brands have pursued it. Unlike certification programs created specifically for cosmetics and personal care, the USDA does not have a separate organic standard for skincare. Qualifying skincare products seeking certification must meet the requirements of the USDA National Organic Program, the same federal organic program that governs organic food and agriculture.
